Securities and Exchange Board of India (SEBI) Chairman Tuhin Kanta Pandey has stated that the next expansion phase in retail broking will originate from India’s small towns and rural hinterlands. Addressing the 16th International Capital Market Convention of the Association of NSE Members of India (ANMI), Mr Pandey emphasized that market expansion is shifting beyond major metro hubs.
Consequently, the regulator urged market intermediaries to evolve their advisory capabilities. Specifically, Mr Pandey noted that premier stockbrokers must move beyond trade execution to provide genuine guidance. Thus, the Know Your Customer (KYC) framework should be re-interpreted as “Know Your Client’s Needs” to foster long-term investor retention.

Diversifying Retail Portfolios and Tackling Unregistered Advice
Furthermore, SEBI encouraged stockbrokers to introduce retail investors to asset classes beyond equities. For instance, instruments like corporate bonds, Real Estate Investment Trusts (REITs), and Infrastructure Investment Trusts (InvITs) offer crucial portfolio diversification.

Additionally, the SEBI Chief raised serious concerns regarding unauthorized financial advice, noting that nearly six in ten investors rely on unregistered advisors and social media influencers. To counter this, SEBI’s “Samajh Se Investing Simple” awareness campaign has garnered over 15 crore views on social media platforms and delivered nearly 110 crore WhatsApp messages since its launch on October 5.
Cybersecurity and Macroeconomic Foundations
Meanwhile, the regulator urged market participants to treat cybersecurity as a vital business priority rather than a routine IT expense. Mr Pandey warned that a single operational breach risks shaking systemic trust across capital markets.
Highlighting macroeconomic strength, Mr Pandey pointed out that the International Monetary Fund (IMF) projects India to grow at roughly 7 per cent this year, outpacing the global average. This momentum is supported by India’s young demographic profile, robust domestic market, and sustained reform momentum.
Regulatory Reforms and Technology Sandboxes
Presently, India’s equity market capitalization stands near ₹470 lakh crore, complemented by Mutual Fund Assets Under Management (AUM) of around ₹83 lakh crore. Moreover, with over 15 crore unique investors and Foreign Portfolio Investor (FPI) assets reaching ₹74 lakh crore, SEBI aims to make markets simpler, deeper, and safer.
Ultimately, the regulator is reviewing short-selling and Securities Lending and Borrowing (SLB) frameworks to enhance secondary market liquidity and price discovery. SEBI is also establishing a market-making framework for corporate bonds, designing safeguards against trading terminal misuse, and introducing an AI sandbox to safely test emerging tools.
