NCRPB approves over Rs  15k crore loans in projects worth Rs 31k crore

The National Capital Regional Planning Board (NCRPB) has sanctioned over Rs 15000 crore loans in projects valued at Rs 31000 crore, informed Durga Shankar Mishra, Secretary, MoHUA while speaking on the occasion of launching Project Management Information System (P-MIS), a major step towards using digital and mobile technology. The step is aimed at improving transparency and accountability in monitoring the progress of projects as well as administering loans, according to Mishra. He said the portal is well-timed during the pandemic when the use of technology has grown manifold.

Mishra informed that 265 projects of more than ₹18,500 crore are already complete while the others are under construction. MoHUA Secretary said that P-MIS would also provide information and opportunity to give feedback to citizens while bringing ease in review and management of projects at the same time. The P-MIS facilitates project sorting based on different criteria which include: Completed/Ongoing projects, All projects and search by keywords/ date/amount/state/ongoing payments/implementing agencies, etc.

P-MIS also has the feature of calculating at the back-end for monitoring a range of financial critical events to guarantee validity date as well as monthly repayment of loan due date of each implementing agency (IA) and generate alert for advance payment of the loan in e-mail format and guarantee renewal.

Mishra informed MIS issues auto notices after calculating the validity of guarantees. The software also has the feature to check the adequacy of the guarantee. In case the guarantee fails to meet the requirements, P-MIS instantly issues auto-mail and informs the financial officer of the NCRPB and at the same time, it sends auto emails to IA to submit the guarantee.

IA has to also feed the project status, details, and financial progress along with milestones and the details of achievement against each milestone with attached geo-tagged photographs. Mishra also detailed about the clearance mechanism.

The software has uploaded guarantees and sanction orders for the users to select as per the viewing rights provided and the implementing agencies. Already login-Ids and passwords have been provided to all the IAs of participating NCR states. All IAs have been requested to update data of their projects which will help monitor and resolve bottlenecks in the timely disbursement of loans and providing various clearances and help in project completion.
