
New Delhi: Union Commerce and Industry Minister Piyush Goyal has officially announced a dedicated toy industry task force.
The government formed the panel during the stakeholder summit, “Team Up for Toys: Driving SCALE, Innovation and Exports,” organized by the Department for Promotion of Industry and Internal Trade (DPIIT). The initiative aims to capture a 5 per cent share of the global toy market by 2032 by strengthening manufacturing ecosystems, innovation, and international competitiveness.

Six Strategic Pillars and the Toy Sector Playbook
To guide domestic enterprise growth, the new task force focuses on six core intervention areas. These include deeper integration with global value chains, enhanced manufacturing capabilities, streamlined logistics, skilled workforce creation, design innovation, and improved ease of doing business.
During the event, Minister Goyal launched the official Toy Sector Playbook.
Core Focus Areas of the Toy Sector Playbook:
Operational Guidance: Directs MSMEs and startups on quality compliance and BIS certification.
Innovation & IP: Outlines blueprints for product design, intellectual property, and sustainability.
Export Acceleration: Identifies high-growth international markets and supply chain partnerships.
The minister urged manufacturers to build a robust domestic ecosystem supported by advanced technology, strict quality standards, deeper localization, and stronger global branding.
Expanding Ecosystem and the SCALE Initiative
Significantly, the toy sector was among the first industries selected for targeted intervention under the Steering Committee for Advancing Local Value Add and Employment (SCALE).

DPIIT Joint Secretary Dr. Kajal noted that India’s toy ecosystem has expanded rapidly. The sector now features over 21,000 MSMEs, 770 DPIIT-recognised startups, 50 specialized toy clusters, and more than 1,800 BIS licensees.
Furthermore, SCALE Chairman Dr. Pawan Goenka highlighted that ongoing global supply chain diversification offers India an unprecedented window of opportunity. By focusing on scale, quality, and export readiness, the country is well-positioned to become a trusted global manufacturing hub.
Ultimately, officials reaffirmed the government’s commitment to ensuring future toys are not merely Made in India, but also Designed in India, Innovated in India, and Branded in India for worldwide markets.
